With reference to Colonial Office letter No. 53548/36
of the 11th May, regarding the export of arms and ammunition
from Hong Kong to Macao, I am directed by Mr. Secretary Eden
to state that he would be glad if the Governor of Hong Kong
might be consulted as to the possibility of confining the
export of war material to the Government of Macao or their
accredited agents. Mr. Secretary Ormesby-Gore will be aware
that in the case of this country licences are only granted for
the export of war material to Governments or their accredited
agents.
2. It is stated in your letter under reference that war
material may at present be exported from Hong Kong to any
firm in Macao on production of a permit from the Government of
Macao. Mr. Eden is unaware whether war material is in fact
manufactured in Hong Kong but if this is not the case it is
not clear to him how firms in the colony are able to obtain
war material for re-export, since he presumes that war
material is only allowed to be imported for the use of the
Government. It is, however, noted from the summary enclosed
in your letter that the only export of war material to Macao
during the years 1934 and 1935, consisted of nine machine
guns, and that the remainder of the arms and ammunition listed
belongs to categories which, in the case of this country, are
normally allowed to be exported to private firms of good
standing.
